{"id":73,"date":"2014-01-02T14:35:02","date_gmt":"2014-01-02T14:35:02","guid":{"rendered":"https:\/\/www.highspeedtraining.co.uk\/hub\/?p=73"},"modified":"2024-02-02T14:33:43","modified_gmt":"2024-02-02T14:33:43","slug":"confined-spaces-rescue-plan","status":"publish","type":"post","link":"https:\/\/www.highspeedtraining.co.uk\/hub\/confined-spaces-rescue-plan\/","title":{"rendered":"What are the Emergency &#038; Rescue Procedures for Working in Confined Spaces?"},"content":{"rendered":"<p>The Health and Safety Executive defines a confined space as \u2018a place which is <i>substantially enclosed<\/i> (though not always entirely), and where <i>serious injury can occur<\/i> from hazardous substances or conditions within the space or nearby (e.g. lack of oxygen)\u2019.<\/p>\n<p><b>Due to the nature of working in confined spaces, it is therefore essential, as well as a legal requirement, to ensure you have emergency procedures and a rescue plan in place.<\/b><\/p>\n<p>The Confined Spaces Regulations 1997 has an Approved Code of Practice which details the <a href=\"https:\/\/www.highspeedtraining.co.uk\/hub\/working-in-confined-spaces-requirements\/\">requirements<\/a> of a confined space emergency procedure:<\/p>\n<ul>\n<li>Emergency procedures need to be suitable and sufficient.<\/li>\n<li>Emergency procedures must be in place <i>before <\/i>any person enters a confined space.<\/li>\n<li>If necessary, the arrangements must take into account the equipment needed for resuscitation procedures after the rescue.<\/li>\n<\/ul>\n<p><b>Arrangements for the emergency procedures will depend on the nature of the confined space, the risks identified and the likely nature of an emergency rescue.<\/b><\/p>\n<hr \/>\n<h2>What to Include: Confined Spaces Rescue Plan<\/h2>\n<h2><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-55865 aligncenter\" src=\"https:\/\/www.highspeedtraining.co.uk\/hub\/wp-content\/uploads\/2014\/01\/Workers-planning-for-confined-spaces-work.jpg\" alt=\"Workers planning for confined spaces work\" width=\"685\" height=\"295\" \/><\/h2>\n<h3>1. Communication<\/h3>\n<ul>\n<li>How can an emergency be communicated from inside the confined space to outside so that rescue procedures can begin? This may be the tug of a rope, a radio or an alarm.<\/li>\n<li>Consider communications when the premises is closed or during weekends, evening and night shifts.<\/li>\n<li>How will the alarm be raised?<\/li>\n<\/ul>\n<h3>2. Rescue and Resuscitation Equipment<\/h3>\n<ul>\n<li>Use a risk assessment to determine the likelihood of risks in order to know which rescue equipment is required.<\/li>\n<li>Equipment must be properly maintained.<\/li>\n<li>Ensure rescuers are fully trained in how to use the equipment.<\/li>\n<li>\u2018Self-rescue\u2019 equipment, such as breathing apparatus, may be appropriate in situations where there will be time to react to an anticipated emergency situation.<\/li>\n<\/ul>\n<h3>3. Capabilities of the Rescuers<\/h3>\n<ul>\n<li>Rescuers need to be properly trained and sufficiently fit to carry out the rescue.<\/li>\n<li>Rescuers must always be ready to attend to an emergency.<\/li>\n<li>They must be capable of using all rescue equipment.<\/li>\n<li>Rescuers also need to be protected against the cause of the emergency, for example any substances hazardous to health.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-55864 aligncenter\" src=\"https:\/\/www.highspeedtraining.co.uk\/hub\/wp-content\/uploads\/2014\/01\/Worker-with-harness-entering-confined-space.jpg\" alt=\"Worker with harness entering confined space\" width=\"685\" height=\"295\" \/><\/p>\n<h3>4. Shut Down Processes<\/h3>\n<ul>\n<li>In an emergency, would it be necessary to shut down any adjacent plant before attempting the rescue?<\/li>\n<\/ul>\n<h3>5. Fire Safety Procedures<\/h3>\n<ul>\n<li>Consult with the local fire service for information on the most appropriate fire safety procedures.<\/li>\n<li>Where there is a risk of fire, ensure that fire-fighting equipment is available.<\/li>\n<\/ul>\n<h3>6. First Aid Procedures<\/h3>\n<ul>\n<li>Trained first aiders should always be available on site.<\/li>\n<li>They must be fully trained to make proper use of any first aid equipment provided.<\/li>\n<li>Who has responsibility for contacting the emergency services if needed?<\/li>\n<\/ul>\n<h3>7. Emergency Services<\/h3>\n<ul>\n<li>What are the procedures for making the local emergency services aware of an incident?<\/li>\n<li>What information about the dangers in the confined space should be given to them upon arrival?<\/li>\n<li>Who has the responsibility for contacting the emergency services?<\/li>\n<li>Consider whether the emergency services need to be notified before work in a confined space is undertaken.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-16551\" src=\"https:\/\/www.highspeedtraining.co.uk\/hub\/wp-content\/uploads\/2014\/01\/ambulance-1.png\" alt=\"safety in confined space - emergency services \" width=\"685\" height=\"295\" \/><\/p>\n<h3>8. Training<\/h3>\n<p><span style=\"line-height: 1.5;\">Those involved in emergency procedures must be suitably trained. This should be supplemented by refresher training on a regular basis, such as every year. Training should include:<\/span><\/p>\n<ul>\n<li>An awareness of the Confined Spaces Regulations.<\/li>\n<li>An understanding of Safe Systems of Work.<\/li>\n<li>The likely causes of an emergency.<\/li>\n<li>The use of rescue equipment.<\/li>\n<li>The check procedures to be followed when using apparatus.<\/li>\n<li>Testing of emergency equipment.<\/li>\n<li>Identifying defects and failures in equipment.<\/li>\n<li>Initiating an emergency response.<\/li>\n<li>Instruction on how to shut down plant as appropriate.<\/li>\n<li>Resuscitation procedures.<\/li>\n<li>Emergency first aid.<\/li>\n<li>Use of fire-fighting equipment.<\/li>\n<li>Liaison with emergency services.<\/li>\n<li>Rescue techniques.<\/li>\n<\/ul>\n<p><span style=\"line-height: 1.5;\">The Confined Spaces Regulations also state that a Safe System of Work for confined spaces must be implemented and written down to serve as a formal record that all hazards have been considered in advance.
