Designed to save you hours of prep, this ready-to-use pack gives you everything you need to deliver a highly engaging training session that keeps your staff focused from start to finish.<\/p><\/div>\n\n\n\n<p>In this article, we will discuss the<strong> key elements <\/strong>of Working Together to Safeguard Children, covering some <strong>changes<\/strong> that came into effect in March 2026.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-is-working-together-to-safeguard-children-wtsc\">What is Working Together to Safeguard Children (WTSC)? <\/h2>\n\n\n\n<p>Working Together to Safeguard Children (WTSC) provides statutory guidance for<strong> settings where work and activities relate to children.<\/strong> The guidance is issued by law, meaning time must be taken to understand and follow it. It is particularly relevant for settings where interactions with children are frequent, such as education and childcare providers (including the likes of sports and church groups), social services and local authorities. WTSC sits amongst other guidance and legislation, which you can read more about in our article <a href=\"https:\/\/www.highspeedtraining.co.uk\/hub\/safeguarding-children-legislation\/\" target=\"_blank\" rel=\"noreferrer noopener\">here.<\/a><\/p>\n\n\n\n<p>First introduced in 1999, Working Together to Safeguard Children has received various updates. Perhaps the most notable one was in 2006 as a result of the <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/273183\/5730.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">public inquiry<\/a> into the death of Victoria Climbie. Victoria was transported to the UK by her Great Aunt, and following her death, it was discovered that Victoria had reached out to various agencies seeking help for the abuse she was suffering. The guidance was redrafted to address the mistakes which Victoria\u2019s situation had highlighted.<\/p>\n\n\n\n<p>Since then, it has been updated every few years. Each time, an overall aim is to strengthen how different agencies and organisations work together to achieve the best safeguarding arrangements for children.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"685\" height=\"295\" src=\"https:\/\/www.highspeedtraining.co.uk\/hub\/wp-content\/uploads\/2024\/02\/Untitled.png\" alt=\"\" class=\"wp-image-73543\"\/><\/figure><\/div>\n\n\n<p>WTSC recognises that safeguarding is most effective when everyone involved works together collaboratively. The guidance highlights the importance of multi-agency working and outlines the value of involving the whole family in the process, including the child. Additionally, the guidance aims to clarify the roles and responsibilities of those working with children in various settings so that everyone knows how to keep the children in their care safe.&nbsp;<\/p>\n\n\n\n<p>The guidance is for anyone who interacts with children as part of their role or for any organisation whose functions relate to children in any way. Local guidance should be clear about how police share <\/span><\/i><i><span style=\"font-weight: 400;\">information where a decision is taken that there is no further action in relation to <\/span><\/i><i><span style=\"font-weight: 400;\">criminal proceedings and the reasons for this. Police and the lead practitioner for <\/span><\/i><i><span style=\"font-weight: 400;\">the child should discuss how this information is recorded and shared to support any <\/span><\/i><i><span style=\"font-weight: 400;\">further action that children\u2019s social care or other agencies may take to support the <\/span><\/i><i><span style=\"font-weight: 400;\">child<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Page 19, paragraph 34: Added a reference to the Information sharing advice for safeguarding practitioners providing safeguarding services for children, young people, parents and carers.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Information Sharing: advice for practitioners providing safeguarding services for children, young people, parents and carers<a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/66320b06c084007696fca731\/Info_sharing_advice_content_May_2024.pdf\" target=\"_blank\" rel=\"noopener\">\u00b9<\/a><\/span><\/i><i><span style=\"font-weight: 400;\">\u00a0is non-statutory advice to be considered by practitioners alongside this guidance, and any guidance specific to their profession or service area.<\/span><\/i><\/p>\n    <\/div>\n    <\/div>\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-chapter-2-multi-agency-safeguarding-arrangements\">Chapter 2: Multi-agency safeguarding arrangements<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Clarified that MASA responsibilities include children who are looked after. Clearer detail has also been provided on accountability structures and how safeguarding partners are inspected.<\/li>\n\n\n\n<li>Clearer expectations have been set on analysing information to identify disproportionality and racism and strengthened requirements for data sharing.<\/li>\n\n\n\n<li>The chapter makes explicit that annual reports must evidence their impact on children and families.<\/li>\n<\/ul>\n\n\n\n<div class=\"accordion\">\n    <h3>\n        Factual changes include:         <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.highspeedtraining.co.uk\/hub\/wp-content\/uploads\/2015\/09\/down53.png\" alt=\"drop down menu\" width=\"24\" height=\"24\" \/>\n    <\/h3>\n    <div>\n    <p><span style=\"font-weight: 400;\">Page 25, paragraph 48: Added Combatting Drugs Partnership to list of public boards supporting partnership work.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">This will include but not be limited to other public boards, including Health and Wellbeing Boards, Adult Safeguarding Boards, Channel Panels, Improvement Boards, Community Safety Partnerships, the Local Family Justice Board, Multi-Agency Public Protection Arrangements (MAPPA) Strategic Management Boards, Combatting Drugs Partnerships, Domestic Abuse Partnership Boards, Corporate Parenting Boards, Youth Offending Management Boards and, where relevant, Violence Reduction Units.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Page 36, paragraph 94: Included the inspectorates who inspect safeguarding partners.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Safeguarding partners are inspected at a single agency level by their respective inspectorates; Ofsted, His Majesty\u2019s Inspectorate of Constabulary, Fire and Rescue Services (HMICFRS) and Care Quality Commission (CQC). This section reinforces that children may face multiple harms simultaneously.<\/li>\n\n\n\n<li>Section 47 has strengthened expectations for robust multi-agency assessments, direct work with the child and strategy discussions for child sexual abuse.<\/li>\n\n\n\n<li>Guidance to emphasise that safeguarding and child protection apply to all children has been strengthened, and any assessments and planning should link to existing family help plans or care planning where appropriate.<\/li>\n<\/ul>\n\n\n\n<div class=\"accordion\">\n    <h3>\n        Factual changes include:         <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.highspeedtraining.co.uk\/hub\/wp-content\/uploads\/2015\/09\/down53.png\" alt=\"drop down menu\" width=\"24\" height=\"24\" \/>\n    <\/h3>\n    <div>\n    <p><span style=\"font-weight: 400;\">Page 47, paragraph 136: Added a reference to Families First Partnership programme<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">The Families First Partnership programme guide provides operational details on lead practitioner roles and responsibilities, and expectations for coordinating a multi-disciplinary team around the family.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Page 53, paragraph 150: Included a reference to operational details on the lead practitioner role which can be found in the Families First Partnership Programme guide.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">The Families First Partnership programme guide provides operational guidance for the delivery of multi-disciplinary Family Help teams. These teams should be embedded in communities to provide non-stigmatising access to a range of agencies and services that respond to different needs. The exact make up of these teams will vary, but local areas may want to co-locate teams in community settings such as their Best Start Family Hubs and networks.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Page 17, paragraph 30: Added a reference to further guidance on Operation Encompass.<\/span><\/p>\n<p><a href=\"https:\/\/www.gov.uk\/government\/publications\/information-sharing-duty-operation-encompass\"><i><span style=\"font-weight: 400;\">Operation Encompass<\/span><\/i><\/a><i><span style=\"font-weight: 400;\"> places a duty on police forces in England and Wales to notify educational settings, and, where relevant, local authorities, if they have reasonable grounds to believe a child may be a victim of domestic abuse.\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Page 48, paragraph 136: Clarified the term \u2018family group decision-making\u2019.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Family group decision-making is an umbrella term for voluntary, family-led decision-making forums in which a child\u2019s family network has all the resources, adequate preparation, relevant information and a safe and appropriate environment to make a plan in response to concerns about a child\u2019s safety and wellbeing, working alongside skilled professionals.<\/span><\/i><\/p>\n    <\/div>\n    <\/div>\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-chapter-4-organisational-responsibilities\">Chapter 4: Organisational responsibilities<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>This chapter clarifies the vulnerability of looked after children in certain settings and reinforces the link between care planning and child protection planning.<\/li>\n\n\n\n<li>The local authority\u2019s duty has been emphasised to ensure support and protection through the care plan and highlighted risks such as sexual exploitation.
