They must be able to trust those around them to maintain their safety and act in their best interests. Unfortunately, this is not always the case and those in care homes can be subjected to abuse and neglect in the very environment in which they should be protected. In this article we will outline what neglect is and why it is a serious safeguarding issue in care homes. We will also explore signs of neglect that you can look out for and how to report any safeguarding concerns that you may have.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-is-neglect\">What is Neglect?<\/h2>\n\n\n\n<p>Neglect is the persistent failure to meet an individual\u2019s basic physical and\/or psychological needs. Neglect is often associated with children as their youth typically means they cannot fulfil these basic needs themselves. However, vulnerable adults such as those in a care home, can also be neglected. It may manifest as them not being given enough food, being left without help to wash or change clothes or not being given the necessary medical attention.&nbsp;<\/p>\n\n\n\n<p>Neglect in care homes is a wide spread and serious issue. In 2024 the <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c4ngegrlwvgo#:~:text=BBC%20England%27s%20data%20journalism%20team%20analysed%20Care%20Quality%20Commission%20(CQC)%20statistics%20and%20found%20the%20regulator%20now%20regards%20more%20than%202%2C500%20care%20homes%20across%20England%20as%20%22requiring%20improvement%22.\" target=\"_blank\" rel=\"noreferrer noopener\">BBC<\/a> analysed statistics from the <a href=\"https:\/\/www.cqc.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Care Quality Commission<\/a> (CQC) and found that more than 2,500 care homes across England were rated as \u2018requiring improvement,\u2019 the second lowest score rating available. In the same year there were 194 care homes across England that were deemed \u2018inadequate,\u2019 the lowest rating possible.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"685\" height=\"295\" src=\"https:\/\/www.highspeedtraining.co.uk\/hub\/wp-content\/uploads\/2025\/08\/neglect-care-1.jpg\" alt=\"Service user sitting alone in a care home\" class=\"wp-image-80187\"\/><\/figure><\/div>\n\n\n<p><a href=\"https:\/\/www.carerightsuk.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Care Rights UK<\/a>, a charity focused on promoting the rights of older people in care, highlights the lack of <a href=\"https:\/\/www.highspeedtraining.co.uk\/hub\/what-is-person-centred-care\/\" target=\"_blank\" rel=\"noreferrer noopener\">person centred care<\/a>, inadequate training and poor staff retention as notable factors in people receiving poor care. The charity argues that as a result of this people receive institutionalised care instead of personalised care, training levels are inconsistent which can have dangerous consequences and high staff turnover leads to impersonal care due to staff being unable to build lasting relationships. It\u2019s important to remember that neglect in care homes isn\u2019t always a conscious choice made by staff. Whilst this in no way justifies the inadequate provision of care, it highlights how improvement must also occur at a systemic level. For example, providing <a href=\"https:\/\/www.highspeedtraining.co.uk\/courses\/health-and-social-care\/\" target=\"_blank\" rel=\"noreferrer noopener\">comprehensive training<\/a>, ensuring all staff have a liveable wage and guaranteeing adequate staffing levels can all have a positive impact on reducing the risk of neglect.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-examples-and-signs-of-neglect-in-care-homes\">Examples and Signs of Neglect in Care Homes<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.ageuk.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Age UK<\/a> notes that there is no overarching definition of abuse or neglect. Nevertheless, they argue that local authorities should not limit their view of what constitutes abuse or neglect as they can take many forms. Abuse of any kind can be hard to spot, however it can be particularly difficult with those living in a care home. Viable excuses may be given, pre-existing conditions may be blamed or the individual themselves may not be able to communicate what is happening to them. It\u2019s therefore vital that you have an understanding of the abuse or neglect that someone may be subjected to in a care home and how to spot the signs.<\/p>\n\n\n\n<p>Below you will find examples of the kind of neglect or abuse that someone may experience in a care home as well as the potential indicators that it is happening.&nbsp;<\/p>\n\n\n\n<div class=\"accordion\">\n    <h3>\n How you go about reporting a safeguarding issue will vary depending on who you are.&nbsp;<\/p>\n\n\n\n<p><strong>For friends and family<\/strong><\/p>\n\n\n\n<p>If you suspect that someone you know who lives in a care home is being subjected to abuse then you should follow the steps below:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Speak to the individual in private. Mention your concerns and any signs of abuse that you have noticed. Let them talk openly and don\u2019t rush them, someone who is being abused may be hesitant to talk about it or may not even be aware that they are being abused.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>Stay calm as they talk to you. It can be distressing to hear how someone is suffering, especially if that person is a loved one, however you need to gather as much information as you can and becoming upset may cause them to stop telling you out of fear of upsetting you further.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>Listen to what they want to happen next. If you are concerned about the immediate health and safety of the individual then you should contact their GP or the emergency services on 999. If there is no immediate risk then you should listen to what they want you to do next. You can also use this as an opportunity to explain what options are available.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>If the person confirms abuse has occurred there are a few different options available to you. You may choose to contact a senior member of staff to inform them of the situation and place a <a href=\"https:\/\/www.highspeedtraining.co.uk\/hub\/complaints-procedures-in-health-and-social-care\/\" target=\"_blank\" rel=\"noreferrer noopener\">complaint<\/a>. You can also contact the individual\u2019s GP or social worker or reach out to the local council and ask for the adult safeguarding coordinator. Depending on the situation you may need to speak to the police as some forms of abuse are crimes and so they will need to be involved. The charity <a href=\"https:\/\/wearehourglass.org\/hourglass-services\" target=\"_blank\" rel=\"noreferrer noopener\">Hourglass<\/a> which seeks to end the harm and abuse of older people, has a 24\/7 helpline which you can contact on <strong>0808 808 8141<\/strong> for further information and support.&nbsp;&nbsp;&nbsp;&nbsp;<\/li>\n<\/ol>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"685\" height=\"295\" src=\"https:\/\/www.highspeedtraining.co.uk\/hub\/wp-content\/uploads\/2025\/08\/neglect-care-2.jpg\" alt=\"Care worker helping a patient\" class=\"wp-image-80188\"\/><\/figure><\/div>\n\n\n<p><strong>For staff<\/strong><\/p>\n\n\n\n<p>If you work in a care home and have safeguarding concerns then this may constitute <a href=\"https:\/\/www.highspeedtraining.co.uk\/hub\/whistleblowing-safeguarding-adults-in-healthcare\/\" target=\"_blank\" rel=\"noreferrer noopener\">whistleblowing<\/a> and the process is likely to be different to the one above. Each care home should have its own whistleblowing policy so it\u2019s important that you check the proper procedure first, however it\u2019s likely that the steps will include:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Raise your concerns with your line manager or the <a href=\"https:\/\/www.highspeedtraining.co.uk\/hub\/what-is-a-designated-safeguarding-lead\/\" target=\"_blank\" rel=\"noreferrer noopener\">Designated Safeguarding Lead<\/a> (DSL) within your organisation. Explain your concerns as objectively and informatively as possible.<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>If, for whatever reason, you do not feel comfortable raising your concerns internally, you can \u2018blow the whistle\u2019 to a prescribed body such as the <a href=\"https:\/\/www.cqc.org.uk\/contact-us\/report-concern\/report-concern-if-you-are-member-staff\" target=\"_blank\" rel=\"noreferrer noopener\">Care Quality Commission<\/a> (CQC) or <a href=\"https:\/\/www.england.nhs.uk\/ourwork\/freedom-to-speak-up\/how-to-speak-up-to-us-about-other-nhs-organisations\/\" target=\"_blank\" rel=\"noreferrer noopener\">NHS England<\/a>.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p><strong>If you suspect that someone is in risk of immediate danger or harm you should call the emergency services on 999.&nbsp;<\/strong><\/p>\n\n\n\n<p>If you think that you are being abused or neglected you should talk to a friend, family member, care worker or GP about your situation. They may have an understanding of the situation and be able to take steps to improve your situation. If you believe a crime is being committed you should call the police on 999 or ask someone you trust to do so. You can also contact <a href=\"https:\/\/wearehourglass.org\/hourglass-services\" target=\"_blank\" rel=\"noreferrer noopener\">Hourglass<\/a> if you are an older person living in a care home on <strong>0808 808 8141<\/strong> for advice.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><em>Those living in care homes represent some of the most vulnerable individuals in society. Just like anyone else in the world, these individuals deserve to live a life of safety, free from abuse and neglect.
